I understand the sentiment, but Rome is remarkably dirty and extremely chaotic for a capital city in a first world country.
While I know you're being flippant, Paris is a more worthy comparison.
Edit - Paris also has a large number of incredibly popular attractions that are of great historic and artistic value... But the place is no where near as scruffy.
It's sad really, because the landmarks of Rome deserve much more respect from their modern custodians.
