There are a few things at play there. Home grown tax ups the fee for any player. The Premier League TV deal means that clubs like Palace don't have to sell players really any more, so they can hold out for inflated fees on players they would prefer to keep. Combine that with the club being United, an obviously wealthy club who are desperate for signings and Palace can pretty much name their price.
From United point of view if he's a regular for the next decade it works out cheap, but the fact he's only had 1 season of football behind him does make me hesitant
