I still see the odd bit of that around. There's a small Uni building near mine that has it. Slightly more excusable because it's near floor to ceiling windows on the inside and out so it serves the purpose of stopping people standing by,and leaning on, the windows and ties the entrance, lobby, and courtyard together.
