It means they in theory will "know" what you are doing. Your web traffic will likely be logged. The main reason companies are using "always on" VPNs is that it keeps that device secure even though it isn't physically connected to the work network. It also means if people in work (at home or in office) are using cloud services they shouldn't be using then they can detect that.
If they have stuff like Netflix blocked on the work network then it won't work. I doubt they would be keen on the corporate SIM's data plan getting hammered by video streaming.
