They do top-level stuff but others will work with branches on collecting data, interpreting it, drawing up supplier prices, choosing product lines, finding sites for expansion, forecasting, legal compliance and so on and so on. I'm not defending Game here but a nationwide retail chain isn't going to be able to cope with everything being done at branch level and then a few twats at the top stepping in when things go wrong.
