It used to be. But now the Pro and the X have disrupted that natural cycle, with devs reserving the shinies for those platforms whilst being content to leave the old ones chugging along.
I for one welcome the smaller world map for Cyberpunk. Witcher 3's map was too big with, at times, a lack of variation between areas. If they can manage something even more detailed but compact and interesting (different access routes and subterranean levels) I'd settle for that.
