The .net 4.0 web installer (link above) is backwards compatible to windows 7. So it should run. If not then try this
Right-click the program’s icon and choose Properties.
When the Properties dialog box appears, click the Compatibility tab.
In the Compatibility Mode section, select the Run This Program in Compatibility Mode For check box.
Select the program’s desired Windows version from the drop-down list.
Click ok and try again.
As for winrar as davie said there are lots of free alternatives ala 7zip.
