A: Charging your attacks more will make you able to slow down people. Not charging them slows them close to nothing.

A: Charging your attack up to near 100% has the most damage per second, but is costly on your range. Charging your attack to 100% has slightly less damage per second, but you have a full range and will be able to hit more targets and/or more consistently. Never spam small attacks.
