Because the ref didn't think it was enough contact for a pen and the VAR didn't think it was a clear and obvious error so they couldn't overturn it.
I thought it was spent myself but I'm happy for subjective calls to remain with the on field ref.
I'm more worried about the Joelinton offside which looked like he was pretty close to level. In that situation the lino shouldn't raise his flag and should wait to see what happens and VAR can sort out the marginal decision afterwards.
