Vimes needs to be more of an everyman. Wiry, middle-aged and a bit broken. No one intimidating or muscular. Vimes got his ferocity from moral outrage, whisky (in the early days) and sheer bloody-mindedness.
Charles Dance was a perfect Vetinari though.
