However, I don't see a reasonable explanation for not bothering to contact the person to explain the situation, and still not doing anything whan that person contacts you to ask what's going on (first PM - 'I'll look into it', second PM - no response). Basically, if there is a reasonable explanation, there has been plenty of opportunity to give it, but no interest shown to do so.
I know if I'd sent something that hadn't turned up I'd do something about it, and would think myself a bit of a prick if I didn't. Wouldn't you?
