I think they're waiting for the sea to freeze over so they can march around the wall instead of trying to climb the bugger.
Both of them declining the chance to take the black seemed a bit odd as well, they don't need to be ordered to do it, they can simply volunteer. Gave Tyrion a chance to be surprisingly humanitarian before he gets two Goldcloaks hammered to death.
