A major power that governors have is a veto over redistricting maps. Republican gerrymandering largely exists because of Republican governors and there are fewer today.
Their entire civic structure is a disaster. That piece Yoss posted about the attempt to create a new city out of the posh bit of an existing one was a great example of it at the ground level.
