He would need to explicitly change the law in parliament. Parliament dissolves automatically in December (I think). Then a General Election happens automatically. It's not really something he can ignore. Parliament wouldn't be there, there would no MPs and they aren't even allowed in the building after dissolution. Wouldn't be so sure that Starmer's Labour would do that. They've already said they won't repeal the protest laws.
