Let me somewhat debunk that by adding that I've found that halving the framerate to 30fps on the PC version sometimes makes it easier to read the animations and find time to react. Prefer 60 overall, of course, since everything feels better but it's not inherently less difficult.
If there's some especially nasty frame pacing (and latency) issues on the base PS4 then that could definitely factor in, but if it's like Bloodborne then I personally would probably cope.
