I think the TV is OK for 60Hz - you are getting a steady picture. If it was a 50Hz only TV the screen would be going mad. It's the colour coding that's the issue.
I see you are using a SCART adaptor... you sure there isn't a just a straight composite input somewhere behind a panel or something? That SCART adaptor could be fucking it up.
Have you got an old VCR sitting about? Sometimes using that in the middle between the TV and console and work to if the VCR works with NTSC and PAL.
