It's consistent, certainly, but while most people think it's all stanley knives and crepe paper, the production team uses $100,000 worth of 3D software to render it...
It's meant to look amateurish.
I've come to see the visual style as part of the satire (not so with the Simpsons, or Family Guy), so Choke's idea makes sense to my mind.
