Manuals for that model can be downloaded here, and suggest that it's probably a 50hz only model, so you're only going to get a colour picture with a PAL console attached. NTSC will appear in B&W. Bear in mind tho, these are complicated service manuals, and I'm not a tv repairman.
I do remember having the same problem way back in the 90s tho, and ultimately having to buy a new tv that would support PAL and NTSC, because back then, not a lot of tellies did that.
Why did your sister think it would support NTSC 60hz? Who told her that?
